No Harassment, No corruption[1]:
-- Online requests for Mutations directly through website now
-- Max Time limit fixed at 30 days for dispute free mutations from 1 May 2025

Earlier cumbersome process of obtaining Mutations/Fards required individuals to navigate through multiple layers of bureaucracy[1:1]
-- i.e. Corruption and Harassment

1. Fard Kendras[2]

  • 178 Fard Kendras at Tehsils/ Sub-Tehsils level have been
    operationalized in the State

2. Mutation

Why Mutation is Important?[3]

Govt funds/compensation is released in account of Person in revenue records (as per mutation), not as per registry

a. Fixed Time limits[1:2]

Pendance in any tehsil or sub-tehsil beyond time to be monitored by DCs and will invite action

  • Govt mandates time limit for revenue services
    • Mutation copying service is 10 days
    • Income certificate in 15 days
    • Inspection of revenue records in 7 days

b. Pendancy Clearance[4]

Special camps to clear backlog[4:1]

Month long special campaign to clear all dispute-free mutations by 31 December 2024
-- Earlier Special camps in all Tehsils and Sub-Tehsils to resolve the pending cases of mutation

  • Punjab Government is making all out efforts to minimise the hassle of people by providing requisite services in offices
  • 50796 pending mutation cases were resolved in 2 special camps on 6th & 16th January 2024[4:2]

c. Why Mutation is Important?[3:1]

Example:
If an agricultural land is acquired by Government
-- The registration of such land is in person name X
-- The mutation process is in favour of Person Y
-- The government will release the acquisition funds in favour of Person Y, not X; as in the revenue records he is recorded as the owner of the land

d. Mutation vs Registry[5]

  • Mutation refers to the process of updating the land or property records to reflect a change in ownership or other relevant details. It is a local administrative process carried out by the revenue or municipal authorities

  • Registering a property transaction provides legal validity to the agreement or deed. It helps establish proof of ownership and prevents fraudulent transactions
