21 organisations (including Zomato & Uber) with total 1+ lakh vehicles have applied for the licence as aggregators and delivery service providers[1]

Targetting Delhi's Vehicular Pollution in a systematic manner while taking businesses in confidence
¶ Details of Scheme
- Applicability: The new scheme will apply to aggregators with 25 or more vehicles, delivery service providers and ecommerce entities operating within Delhi[2:1]
- Bike taxis will be legal in the city, but they must be exclusively electric[3:1]
- Declaration of vehicular fleet: All aggregators and delivery service providers must declare all on-boarded vehicles in use[4]
- Compliances for Aggregators:[4:1]
- Provide an operation centre that can track movement of all onboarded vehicles and drivers in real-time[4:2]
- Ensure that the driver has a valid driving licence, a valid registration certificate and a valid public service vehicle badge (if applicable)
- Ensure that all vehicles (3-W and 4-W) on-boarded at the time of registration bear commercial registrations
- Aggregator to be liable for all the services provided to the end-user, except in case of vehicle accident, where the primary responsibility will be of the Driver
- CLEAN: Ensure that the vehicles are kept in a clean and sanitary condition at all times
- SAFETY: Must include a feature enabling the rider to share the live location and status of the ride after the commencement of ride
- TRANSPARENCY: Ensure transparency in its operations, such as functioning of the App algorithm, proportion of fare payable to the driver, incentives given to the drivers, charges received from the driver etc
- Safety related compliances such as, properly functioning GPS, monitoring of route, spot-checks of vehicles, fire extinguisher (for 4-W), disabled child lock mechanism (for 4-W), enabled manual override for the central locking system (for 4-W) etc
The scheme is highly stringent in enforcing compliance, with penalties ranging from Rs 5,000 to Rs 100,000 per instance for violations[5]

The Delhi government has developed a portal to facilitate licensing, payment of fees and regulate cab aggregators, delivery service providers and e-commerce entities[6]
