MCD School Reforms under AAP Governments

Improvement in condition of civic schools one of the ten election guarantees of AAP

After coming to power in MCD, AAP is poised to transform MCD schools in line with its transformation of state run schools

Key projects initiated - 25 Adarsh schools, Mega PTMs, Teacher training, Infrastructure improvement

Current status[1]

Internal audit showed that 32% of MCD schools needed major repair work, and only half of them were in good condition

  • Primary education in Delhi MCD's responsiblity, which runs 1,534 primary schools, 44 aided schools where 8.67 lakh children are enrolled
  • 9 schools still running in porta cabins[2]
  • MCD has 17628 teachers against the sanctioned 19000 posts [2:1]

Major reforms underway

Budget allocation

  • Education sector alloted 18% of the total MCD budget in 2024-25[3]
  • Delhi Government has allocated ₹1,700 crore as grant-in aid for MCD schools, first tranche of ₹400 crore already released[1:1]

More teachers[2:2]

  • 350 graduated trained primary school teachers transferred to MCD schools to bridge gap in current positions against sanctioned posts
  • 1520 special educators appointed to further bridge the gap
  • distribution rationalised by shifting surplus teachers from schools to other with low numbers
  • 420 nursery helpers being hired for toddlers[3:1]

Infrastructure improvement[2:3]

25 “adarsh model schools” to be set up with smart furniture, lab-based classrooms and playing areas

  • Minor works being carried out in **191 buildings
  • ₹22 crore allotted** for major works in 9-10 buildings
  • For schools operating in porta cabins, building construction approved for 2 schools
  • 20 new primary schools being developed
  • Computerisation of MCD schools underway[3:2]
  • Libraries to be set up in 44 MCD schools [4]
  • Multiple measures being taken to enhance security at MCD schools, including CCTV cameras & security guards [5]
  • QR codes put at schools for easy online admission and other related information [2:4]

Enhanced learning and community collaboration

New worksheets introduced for the first time, which include writing and understanding assessments under MCD's foundational Literacy Numeracy (FLN) [6]

  • SMCs to be formed in all the MCD schools[7]
  • First mega PTM conducted across MCD schools for discussions with parents about their children's learning, performance, and ways to enhance it[8]
  • Learning's from Minister Atishi's UK visit to be incorporated - group-based, community learning instead of conventional blackboard based model [9]
  • Minister Atishi also visited University College London to discuss potential partnerships with MCD primary schools [10]

Teacher training

MCD teachers being sent to IIM Ahmedabad and IIM Kozhikode for leadership and management training [11]

  • 40 mentor teachers sent to schools in Palampur and Bengaluru for learning from the best schools of the country [12]
  • Two-day exhibition-cum-competition organized for innovative teaching and learning model [13]

Delhi government has committed that in next 5-7 years, MCD schools will also be transformed like Delhi government schools
