Reforms & Transformation in EWS Admissions in Delhi Private schools under AAP

2013 - 2015 frauds: Almost 1,000 students got admissions in 200 schools in Delhi with fake economically weaker section (EWS) certificates[1]
-- Delhi Police Crime Branch Investigation was ongoing and police had filed multiple chargesheets as well as of Feb 2016

-- Ensure fair and unbiased admission process for the Economically Weaker Section (EWS) and Tackles different kind of Frauds
-- Started since 2016 -17 for all DoE run schools in Delhi
-- A computerized draw of lots is used to select the students

IMPACT: EWS Admissions in Delhi schools[2]

Private Schools are regularly monitored and are given show-cause notices for reported violations[3]

EWS/DG admissions have _witnessed a 240% increase since 2015-16_; only ~13,500 EWS in 2015-16[4]

EWS fill rate almost ~3x more than schools under BJP's MCD (Municipal Corporations of Delhi) in 2018-19

Right to Education Act, 2009

  • All private schools are required to reserve 25% of their seats for Ecnomically Weaker Sections (EWS)[2:1]
    • In Delhi 3% out of 25% seats are reserved for children with special needs (CWSNs)
  • According to the the Directorate of Education (DoE), if any private school denies admission to children falling under the Economically Weaker Section/Disadvantaged/Children with Special Needs (EWS/DG/CWSN) category, the school’s recognition may be withdrawn[5]
