  • To further strengthen and provide specialised veterinary services at the ground level

b. In-Patient facility in Veterinary Polyclinics[2]

1st time, AAP Govt started IPD* wards in 6 veterinary polyclinics[2:1]

-- Allowing for hospital admission of animals until their complete recovery
-- New equipment for range of services for pets and animals, including acute illness management, surgeries, post-operative care, routine check-ups, diagnoses (lab tests, X-rays, and ultrasounds)

Earlier, the lack of indoor facilities at veterinary polyclinics[2:2]
-- Challenges for livestock farmers, particularly after major animal surgeries
-- The risk of damaged stitch lines, opened stitches, toxaemia, and even animal death

c. Modernising livestock breeding programs

Promotion of Sexed Semen: Sexed semen can result in 90+% female progeny[3]
-- allowing farmers to avoid expenses related to rearing male calves
-- High genetic merit female calves of cattle and buffalo are born
-- Will help address the issue of male stray animals

Only 1.5-1.75 lakh cows receive sexed semen againt 30 lakh cows artificial insemination in Punjab[3:1]

FY 2025-26: Punjab to procure 2 lakh doses of sexed semen worth Rs 5.3 crore[3:2]
-- just Rs. 250 per dose now available at the government institutions for
-- Private often sell sexed semen at exorbitant prices

Agreement with US leading firm in cattle genetics

  • ABS Globala based in Wisconsin, USA is leading firm in cattle genetics
  • Punjab to finalize an agreement for obtaining sexed semen and establishing a laboratory in Punjab
    • This is for Holstein Friesian (HF) cows, which are widely preferred by Punjab’s dairy farmers for their high milk yield — up to 81 litres per day
  • Centre denyed international travel clearance to Punjab’s Minister i.e. delaying the agreement

Frozen Semen & Biotech Innovations from Kerala[4]

  • a. Biotechnology Knowledge Transfer

    • Through collaboration on advanced biotechnology programs in animal breeding, including Genomic Technology, IVF and ET Programs, and the production of high-quality frozen semen doses
  • b. Training Exchange and Skill Development

    • Professionals from Punjab will attend specialized courses in IVF/ET, frozen semen technology, and bovine reproductive technologies at Kerala
    • Punjab officials will participate in KLDB’s training programs on fodder production, fodder seed quality testing, genomic breeding value estimation, genetic disease screening, and karyotyping

d. Immunisation against Foot and Mouth Disease (FMD)[2:3]

  • Free statewide inoculation drive against FMD to immunise over 65 lakh livestock

3. Fish farming Culture

Total 43,973 acres of land under fish farming[5]

2023-24: Fish farming area increased by 1942 acres
2022-23: An area of 3,233 acres brought under fish culture

FY 2023-24: Production of 1,81,188 tonnes of fish and 2,793 tonnes of shrimp[6]

  • Besides, covering over 1315 acres area under shrimp farming[5:1]
  • 3 lakh fish seeds have been stocked in river bodies, as part of river ranching programme
  • 40% to 60% subsidy is being provided to adopt various projects such as fish and shrimp ponds, purchase of fish transport vehicles, fish kiosks/shops, cold storage plants, fish feed mills and ornamental fish units[5:2]

Supporting Infra[7]

  • 1 shrimp training center (Demonstration Farm-cum-Training Center) located at village Ena Khera in district Sri Muktsar Sahib[5:3]
  • 11 feed mills and 7 laboratories have been made operational for fish farmers in the state
  • A new fish seed farm(16th Fish Seed Farm) has been established at village Killian Wali in Fazilka
  • 14 crore quality fish seed is produced at 16 government fish seed farms annually and distributed to farmers at subsidised rates.
