Industrial & Business Development Policy 2026[4:1]

  • Approved by Cabinet and launched on 7 Mar 2026 before nearly 200 industrialists[4:2][6]
  • Investors can choose from up to 20 incentives to build their own package; capital subsidy introduced for the first time
  • Modernisation and expansion projects eligible
  • Employment Generation Subsidy eligibility lowered to ₹25 crore investment and 50 workers
  • Higher employment incentives for women, SC/ST, persons with disabilities, IT/ITeS and GCC
  • 25% additional incentives for nine thrust sectors and for industry in border and Kandi areas
  • Land, labour housing, R&D, ETP/STP/ZLD and environmental infrastructure counted in Fixed Capital Investment
  • Freight and marketing subsidy for exports; startup seed grants and a Government Startup Hub in Mohali
  • Extended incentive period up to 15 years; a committee for customised packages for mega projects
  • Separate sector policies include IT/ITeS and GCC, EV, electronics (ESDM), semiconductor, filmmaking and tourism
  • Special focus on MSMEs; film studios, hospitals and hotels included; Industrial Park Policy for 25+ acre parks[7]

Dec 2025: Cabinet replaced the bank guarantee requirement for fiscal incentives under the 2022 policy with a first charge on the property (stamp duty exemption) and a new mechanism for CLU/EDC exemption, releasing industry working capital[8]

Aug 2025: 24 sector-wise industry committees formed to shape the new policy through stakeholder consultation[9]
