Patwari/Tehsils were infamous for corrupt practices & arm-twisting successive Govts with threatening Strikes

Dept inducted 740 new patwaris after 3 decades on 22 Nov 2023 after completion of 18 month training[1]

Details

1. New recruitment

  • 740 new patwaris joined office after 3 decades on 22 Nov 2023[1:1]
  • 75 Naib Tehsildar joined in 2024[4]

Under Training

  • Another 350 due to join soon after completion of the mandatory 18-month training[1:2]
  • 700+ patwaris candidates expected to join office in early 2025, after 18 month training[2:1]
    -- 710 were given joining letter by CM Mann on 08 Sept 2023[5]

Under Hiring Process

  • Recruitment of 49 Patwaris completed but joining pending[4:1]
  • Hiring for another 1001 new patwaris is underway[4:2]
  • As a stop-gap arrangement, government has re-hired 400 retired patwaris[2:2]

2. System Reforms

Breaking existing corruption networks

State cadre of Patwaris and Kanungos created, replacing District wise cadre[6]
-- Now Transfers can be done across Punjab to break existing corruption cycles
-- The Cabinet gave nod on 06 November 2023

  • Biometric attendance to be introduced as announced on 02 Sep 2023[7]
  • 260% hike in training stipend from Rs 5000 to 18000 for latest training batch as announced on 08 Sept 2023[5:1]

Earlier the e-stamping facility was applicable only for Rs 20,000+

AAP Govt extended e-stamping to stamp papers for all denominations starting from Rs 1[8]
-- Rs 35 Crore annually will at least saved; which is incurred on printing of stamp papers, besides facilitating the
-- Will also help in curbing the stamp paper-linked frauds[9]
-- common public get service in a hassle-free manner

  • Auto-locking of e-stamps and e-registration has been made, which has prevented the reuse of e-stamps and e-receipts[4:3]

-- Verification of documents

NGDR System rolled-out

1. Online Document registration[9:2]

  • Punjab becomes first State to complete roll-out
  • 39+ lakh documents have been registered through NGDR System[11]
  • This service is available at https://igrpunjab.gov.in/

2. Online Document Verification[10:1]

  • Applicants would no longer need to visit Patwari offices to get their verification reports stamped and signed
  • This online verification system is designed to eliminate unnecessary paperwork and expedite the processing

6. New Modern Tehsils/Sub-tehsils[12]

  • Punjab government has released Rs 175 crore for building new tehsil and sub-tehsil complexes and renovation of existing buildings
